Dear Democrats,

Happy St. Patrick's Day. In addition to St. Patrick's Day events, caucus season continues. There are also a number of Town Hall Meetings and training opportunities where people can learn about issues and how to be effective in advocacy.

Democrats in Central Mass are excited that the Convention will be held at the DCU Center in Worcester. Opportunities for input into the Platform are coming up through both Platform Hearings and Platform Meetings.

Democratic Party Platform Hearings have been scheduled: April 4 evening: Lynn; April 5 evening: Foxborough; April 6 evening: Boston; April 8 morning: Springfield; April 8 afternoon: Pittsfield; April 9 afternoon: Worcester; April 25 evening: Arlington; April 27evening: Brockton; April 30 morning/afternoon: Lowell; May 6 morning: New Bedford; May 6 afternoon: Plymouth. Specific times and locations will be available next week.

I'll close by congratulating DSC Chair Gus Bickford on his appointment to the DNC Transition Advisory Committee. The Advisory Committee is made up of a wide group of leaders, activists, and organizers who represent various parts of the Democratic Party. The team is charged with providing concrete suggestions and advice on building a Party that reaches into and represents every corner of the nation.

Ideas for Committees - Connecting with Other Groups
As we struggle in this challenging political climate, many groups have started that connect people who what to engage politically. Democratic Town and Ward Committees can connect with other groups. Keep "Huddles" and "Indivisible" groups informed of your meetings, especially if you have a speaker of interest. Leaders from Democratic Party organization have information that can be helpful to people who have not customarily engaged politically. It might be useful to have a point person so that information can be easily shared. 
 

Platform Meeting Information
Every four years the Democratic Party adopts a platform as we go into gubernatorial elections. In addition to the official hearings conducted by the Platform Committee of the state party, Democratic Town and City/Ward Committees, DSC members and Democratic organizations may conduct platform meetings prior to the 2017 Democratic State Convention on June 3rd. The purpose of these meetings is to facilitate dialogue and encourage input from Democrats on the local level to inform the party platform hat will be voted on by delegates at the June convention.

All platform meetings should take place before May 1, 2017 to ensure the input is considered for the 2017 platform. The Massachusetts Democratic Party platform is a statement of party values and reflects the current policy positions of the party. The Platform Committee will be drafting the proposed 2017 state party platform, which will be voted on by the delegation at the June 3State Convention. The most recent edition of the Party platform is the 2013platform. It may be found on our website here:

Requirements for holding a platform meeting: 
- The Massachusetts Democratic Party must be notified of the meeting five business days prior to its scheduled date. 
- The meeting is open to the general public, regardless of party affiliation or registration status. 
- The meeting location must be ADA accessible. 
- The meeting must be conducted with a clerk who will take notes of participants' testimony. All notes must be submitted to the state party.

Caucus and Convention Information
The method of selecting delegates was approved on November 14 by the DSC. 
Please refer to this document (once is is posted) for information on the process. Some of the key dates are listed here: 
Deadline for notifying MDP of caucus date: January 27, 2017 
Caucus window: February 4 to April 2, 2017 
Convention date: June 3, 2017 in Lowell 
NOTE: The DSC voted to allow sixteen and seventeen year old pre-registered Democrats to take part in the State Convention and vote on the party platform at the 2017 Democratic State Convention, if they become delegates. Preregistered Democrats who will be age 18 by the anticipated date of the 2018 primary will be able to participate in caucuses and run for delegate or to apply to become youth add-on delegates. 
PLATFORM: Since it is a platform convention, caucuses usually go fairly quickly. This makes it easier to have a committee meeting in conjunction with your local caucus. A specific time for a caucus is required. For example it it is not allowed to have the caucus follow the adjournment of a committee meeting. But a committee meeting can immediately following the adjournment of a caucus. With the very long window it is easy to schedule a caucus on the same day as a regular meeting. With the provision to have candidates who are absent be able to run under specified conditions, many committees find this to be a practical way to proceed.

Please send us your Democratic events. We want to publicize what you are doing. We usually go to press on Friday AM, so make sure you send your info no later than Thursday evening to get into that week's issue.

2) Put your event information in text format in the body of the email. Please include start time, end time (if any), location (with street address for GPS), event description (it's good to mention food/drink/donations/RSVP), and a link to more info.

Ideas for Committees - Choosing Your Caucus TIme
The caucus window for 2017 is February 4th - April 2nd. This gives Committees a lot of flexibility. In a platform committee year, the caucus is usually fairly quick. Many committees find that it is helpful to have a committee meeting in conjunction with their caucus. The caucus has to be at a time certain so it is generally best to have the caucus first, immediately followed by a committee meeting. Sometimes committees schedule a meeting first, followed by their caucus an hour later. That is allowed, but has the disadvantage that if your meeting is quick, people are waiting for the caucus to start. Additionally, if non-members come at the published time for the caucus, they may not be aware of a meeting that they might otherwise have attended.

- eligible young people who PREREGISTER as Democrats may vote at a caucus.
